President Goodluck Jonathan has directed that all Federal
Ministries and Agencies (MDAs) which are funded through the budgetary
provisions should be enrolled on the Integrated Personnel Payroll Information
System (IPPIS) project on or before December, 2013.
The Head of the Civil Service
of the Federation, Alhaji Bukar Goni Aji, stated that “235 Ministries,
Departments and Agencies have fully enrolled in the IPPIS, scheme”. This we all
to testify to, because virtually all federal health sectors in Lagos state has
being enrolled and payment has event commenced directly from the scheme i.e
from Abuja.
Contrary to belief in some
quarters, the Head of Service said that IPPIS is not about salaries alone, but
encompasses all aspects of a worker’s career from start to the level of
retirement. Its a reform initiative designed to undertake human resources
management activities, from recruitment to separation, including payroll and
pension process. It also facilitate planning and budgeting, monitor
monthly payment of staff emoluments against what was provided for in the
budget, ensure database integrity and facilitate easy storage, updating and
retrieval of personnel records for administrative and pension processes.

Ngozi Okonjo-Iweala said the federal government have so far recovered N34
billion out of the N58 billion traced to illegal accounts operated by some
Ministries, Departments and Agencies (MDAs) and discovered 45000 ghost
workers. This
scheme should not fail. If with less than 15 percent uptake, the saving has
been N4 billion a year, integration of all the services in the
scheme would yield vast dividends. This should be enough motivation. It is time
to do what it takes to prove the skeptics wrong.
Like every other program at
its cradle stage, it is faced with an uphill task threatening its success. For
instance, lots of complaints where reported from workers who received their
June 2013 salaries from IPPIS. Some unforeseen deductions, delayed payment and
non payment of some workers where reported.
